Mangoola Coal Continued Operations Project

We are seeking approval to continue open cut mining immediately north of our existing mine at Mangoola Coal Operations.

Approval of the Mangoola Coal Continued Operations (MCCO) Project would enable Glencore to extract a further 52 million tonnes of coal through to 2030.

Continuing opportunities

Mangoola Coal is near Wybong, 20 kilometres west of Muswellbrook and 10 kilometres north of Denman, in the Hunter Valley, New South Wales.

By expanding the existing operation, the project will provide ongoing employment opportunities for the existing local workforce.

In addition, the existing best practice rehabilitation at Mangoola Open Cut will continue.

Project aspects

The project will involve:

  • continued use of existing Mangoola infrastructure including coal washing and train loading, workshops and administration facilities
  • construction of a haul road overpass over Wybong Road, to allow the road to remain open
  • construction of water management infrastructure
  • proposed re-alignment of a portion of Wybong Post Office Road.

Glencore submitted a Preliminary Environmental Assessment for the MCCO Project to the Department of Planning, Industry and Environment (DPIE) in 2017.

The department then issued a Secretary's Environmental Assessment Requirement's (SEARs) for State Significant Development (SSD) 8642 to inform the preparation of an Environmental Impact Statement (EIS). An EIS and associated consultation program were then completed.

Development application lodged

A Project Development Application accompanied by the EIS was submitted to DPIE in July 2019. The application was on public exhibition from 18 July to 28 August 2019.

Community and government agency submissions were received and Response to Submissions (RTS) documentation prepared.

The DPIE have completed their MCCO Project State Significant Development Assessment (Assessment Report) and it has been provided to the New South Wales Independent Planning Commission (IPC) for consideration in its determination of the MCCO Project.
