The Valeria Project (the Project) comprises a coal resource that is currently undergoing State assessment processes to develop into an open cut coal mine. Valeria Coal Holdings Pty Limited is the proponent for the Project and is a subsidiary of Glencore Coal Pty Ltd (Glencore).

The Project is situated approximately 27 km north-west of Emerald within the Bowen Basin, Central Queensland.

The Project area contains metallurgical and thermal coal resource and will produce up to 20 million tonnes per annum (Mtpa) Run of Mine (RoM) coal over a life of 35 years.

The infrastructure corridor(s) will support associated rail and road transport, electricity, water and communications connections, with alignment options being investigated.

The Proponent has commenced environmental, social and economic assessments to identify the values of the area, potential impacts from the Project, and measures to mitigate and manage those potential impacts. These assessments will be used to support the approvals process currently being undertaken for the Project.


Approvals Process

The Project will be assessed as a Coordinated Project under the Queensland State Development and Public Works Organisation Act 1971 (SDPWO Act).

The Project extends over three Mining Lease Application (MLA) areas: 700044; 700045; and 700055, lodged with the Department of Natural Resources, Mines and Energy (DNRME) in 2019. An infrastructure corridor(s) may involve an additional MLA, however this is still to be determined.

Two associated Environmental Authority (EA) applications were submitted to the Department of Environment and Science (DES) in 2019. One was for MLA 700055 (previously referred to as the Valeria Project) and one was for MLAs 700044 and 700045 (previously referred to as the Valeria South Project). DES subsequently issued two notices requiring that assessment through an EIS process be undertaken for the Projects.

Further mine planning work determined that the Proponent would advance only one project through the EIS process, namely a combined Valeria and Valeria South Project, known as the Valeria Project (the subject of the approvals process).

At a future date during the approvals process, the Proponent intends to replace the two EA applications with one, to allow the Project to be approved and operated as a single integrated operation.

The approvals process for the Project is shown below:

​Key components of the approvals process for the Project comprise the following:

  1. Initial Advice Statement (IAS) provides information to allow the OCG to determine whether the Project meets the criteria to be declared a 'Coordinated Project' under the SDPWO Act.  
  2. EPBC Referral is made to the Commonwealth Department of Agriculture, Water and the Environment (DAWE) for a decision as to whether the Project constitutes a 'controlled action' under the Environmental Protection, Biodiversity and Conservation Act 1999 (EPBC Act). Public comment on the EPBC Referral can be made at this stage.
  3. Terms of Reference (ToR) developed in consultation with OCG, various State Government Departments, Local Government and DAWE, to define the content requirements for the Environmental Impact Statement (EIS) and other approval application material. Public comment on the Draft ToR can be made at this stage.
  4. Environmental Impact Statement (EIS) to be submitted in accordance with the SDPWO Act, provides information on the existing environmental, social and economic values of the Project area, potential impacts to these values that may result from the Project, and measures proposed to mitigate and manage those potential impacts.
    Social Impact Assessment (SIA) to be submitted in accordance with Strong and Sustainable Resource Communities Act 2017 (SSRC Act).
    Progressive Rehabilitation and Closure Plan (PRCP) to be submitted under the Environmental Protection Act 1994 (EP Act).
    Public comment on the EIS, SIA and PRCP can be made at this stage.
  5. Environmental Authority and Mining Leases granted for MLA's 700044, 700045 and 700055 and site-specific EA application for a resource activity. Public objection to the grant of the MLs and EA can be made at this stage.
